[R-IL-12] IL R C000873 0 Amends the Harmonized Tariff Schedule of the United States provisions implementing Annex D of the Nairobi Protocol to the Florence Agreement to grant duty-free treatment of scientific instruments and apparatus that are entered for use by any nonprofit educational or scientific institution or any governmental entity. Requires such an institution desiring to enter such an article for duty-free treatment to apply to the Secretary of Commerce (currently, the Secretary of the Treasury). Provides that an instrument or apparatus eligible for such treatment shall not be disqualified on the basis of its commercial use if specified conditions are met. Declares that the applicant institution shall have the burden of proving such eligibility. 2024-02-07T16:32:33Z
