Requires the Secretary of Defense to implement such cost criteria in a uniform manner throughout the Department of Defense. Allows a defense funds restoral (a restoration of funds to an appropriation account of the Department) to be carried out only during the first fiscal year following the end of the period of availability for obligation of the funds to be restored.
