[R-PA-17] PA R G000121 3 Equity for Victims Act of 1990 - Amends the Federal criminal code to authorize courts to: (1) order restitution in any criminal case, to the extent agreed to by the parties in a plea agreement under the Federal Rules of Criminal Procedure; and (2) refer any issue arising in connection with a proposed order of restitution to a magistrate or special master for proposed findings of fact and recommendations as to disposition, subject to a de novo determination of the issue by the court.
