Requires the agency to request prior approval from the Secretary of Agriculture and submit a plan showing how the State's caseload will be managed to meet funding limitations. Prohibits a State from using the authority provided by this Act to increase the caseload level above the highest level to date in FY 1990. 2025-07-21T19:44:15Z
