Directs the Administrative Conference of the United States to study the administrative adjudicatory procedures of the FAA and the National Transportation Safety Board (NTSB) and make recommendations with respect to whether the authority to adjudicate administrative complaints under the Federal Aviation Act of 1958 should remain with the Department of Transportation, be transferred to the NTSB, or otherwise be modified.
