Authorizes the Administrator of the Environmental Protection Agency to bring civil actions to recover such penalties. Prescribes nonpayment penalties for failures to make timely penalty payments. Authorizes persons against whom penalties are assessed to seek judicial review. Requires the Administrator to issue compliance orders to persons in violation of such regulations. Permits the Administrator to commence civil actions for any violation covered in an order or for violation of an order.
