Authorizes the President to designate other East European countries (including Estonia, Latvia, and Lithuania) as eligible East European countries if such a country is taking steps toward: (1) political pluralism; (2) economic reform based upon progress toward a market-oriented economy; (3) respect for internationally recognized human rights; and (4) a willingness to build a friendly relationship with the United States. 2024-02-07T16:32:33Z
