Terminates the Task Force upon completion of its duties. Authorizes the Secretary of Housing and Urban Development to carry out a demonstration program to convey surplus property to States to provide rental and homeownership opportunities for very low and lower income families. Authorizes: (1) the Administrator of General Services to transfer surplus real property to the Secretary; and (2) the Secretary to convey such property to a State to be used as provided for by this Act.
