Directs the Attorney General to establish such categories for aliens who are or were nationals and residents of: (1) the Soviet Union; (2) Indochina (Vietnam, Laos, Cambodia); or (3) Poland. Deems the following groups to be in such categories: (1) Jews, Evangelical Christians, and members of the Ukranian Catholic or Orthodox Churches in the Soviet Union; and (2) Indochinese identified by certain Immigration and Naturalization Service refugee guidelines.
