Declares that: (1) Guatemala should not receive military assistance until the government exercises control over the security forces and human rights abuses have ended; and (2) withheld military assistance and economic assistance should be used to support civilian institutions in Guatemala. Calls upon the Guatemalan Government to investigate and bring to justice those implicated in human rights abuses and to appoint a commission to investigate disappearances. Commends President Bush and the Secretary of State for taking specific actions with respect to Guatemala and urges the Bush Administration to continue monitoring human rights in Guatemala.
