Requests the Malawian Government to investigate reports of the death of Fred Sikwese and to permit human rights organizations to conduct investigatory missions. Calls upon the Secretary of State to convey concern about human rights abuses and urge President Banda to free prisoners of conscience and permit freedom of association and speech.
