Declares that the times, places, and manner of holding presidential elections and entitlement to inclusion on the ballot shall be prescribed by State law, but that the Congress may by law make or alter such regulations. States that the days for such elections shall be determined by the Congress and shall be uniform throughout the United States. Requires the Congress to prescribe the times, places, and manner in which the results of such elections shall be ascertained and declared. Requires such elections, other than runoff elections, to be held not later than the first Tuesday after the first Monday in November and the results declared no later than 30 days after the date of the election.
