Requires assessments of projects relating to the levels of dissolved oxygen, the presence of mercury, untreated sewage discharges, and high plankton levels in lake waters. Requires that the plan's implementation be coordinated with the State of New York and other groups. Authorizes grants for research, modeling, and other plan activities. Authorizes appropriations for FY 1989 through 1994.
