Requires the Secretary to: (1) conduct a study and report to the Congress, within two years of this Act's enactment, on the appropriateness of designating Santa Monica Bay, California, as a national marine sanctuary; and (2) designate Santa Monica Bay as a national marine sanctuary if the Secretary finds such designation to be appropriate. 2025-08-28T20:08:40Z
