Directs the Secretary of Commerce to issue such a permit before December 31, 1989, to applicants meeting stated criteria. Provides for the expiration of permits extended or issued under this Act on December 31, 1989. Extends through FY 1989 the authorization of appropriations for the Department of Commerce, the Department of the Interior, and the Marine Mammal Commission for carrying out the provisions of the Marine Mammal Protection Act of 1972. 2025-08-28T20:05:05Z
