Rept. 100-1102) Title I: Ocean Dumping of Medical Waste - Medical Waste Sanctions Act of 1988 - Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to prohibit the dumping of medical waste into the ocean. Increases the civil and criminal penalties imposed against persons who knowingly violate such Act's provisions, regulations, or permits pertaining to waste disposal in the ocean. Authorizes the Administrator of the Environmental Protection Agency to utilize payments in lieu of civil monetary penalties for environmental improvement projects. Makes any person involved in the unlawful disposal of material which affects ocean waters or the Great Lakes liable for the removal costs and damages caused by such disposal. Sets forth defenses to such liability. Title II: Prohibition on Disposal of Medical Waste in the Great Lakes - Great Lakes Medical Waste Control Act - Prohibits the dumping of medical waste into the Great Lakes or along their shorelines.
