Requires the Commission to make specific recommendations regarding: (1) methods to improve the stability of the FSLIC; and (2) methods to enhance the capital adequacy and overall stability of the thrift industry. Requires the Commission to submit a final report to the President and the Congress on April 1, 1989. Authorizes the President to extend the date for the submission of such report to May 1, 1989.
