Directs the Secretary of Agriculture to establish the Perishable Agricultural Commodities Act Industry Advisory Committee to review the administration, operations, and funding of the program under such Act. Directs the Committee to submit to the appropriate congressional committees: (1) an interim report on its review by September 30, 1989; and (2) a final report by May 1, 1990.
