Declares October 1, 1989, as the effective date of such transfer. Makes conforming amendments to the Rivers and Harbors Appropriations Act of 1899, the Truman-Hobbs Act, the General Bridge Acts of 1906 and 1946 the International Bridge Act of 1972, and the Act of August 18, 1894.
