Authorizes the Secretary of Education to provide financial assistance for: (1) construction costs of a Biotechnology Research Center at the University of Kansas in Lawrence; and (2) construction and equipment costs for model educational and telecommunications network and technology resource centers (METNATER centers) at the Massachusetts Corporation for Educational Telecommunications. Authorizes appropriations: (1) up to a lump sum for the Biotechnology Research Center; and (2) for FY 1989 through 1991 for the METNATER centers. Grants a Federal charter to the National Mining Hall of Fame and Museum. Amends specified Federal law relating to operation of the National Park System to authorize appropriations for the purchase of property and the construction of a landscaped parking lot for the Martin Luther King, Jr., Center for Nonviolent Social Change, Inc. Authorizes the Secretary of Education to provide financial assistance to Voorhees College, Denmark, South Carolina, for construction and related costs for a Health and Human Resources Center.
