Provides that the water conserved by the project shall be available for beneficial consumptive use within California as specified in existing water delivery contracts. Entitles participating contractors to a proportionate share of the water conserved. Directs the Secretary to study the impact of the project on the operation and maintenance of the existing All-American Canal and its Coachella Branch and to provide for certain additional costs if necessary. Requires the cost of the project to be paid from funds advanced by the participating contractors and in accordance with terms and conditions acceptable to the Secretary.
