Sets forth guidelines for such regulations. Makes unlawful the violation of any such regulations prescribed by the Federal Reserve Board. Makes unlawful the obtaining of a loan or other extension of credit in violation of such regulations. Sets forth enforcement provisions. Requires the Federal Reserve Board to report to specified committees of the Congress concerning such regulations.
