Provides for arbitration in the case where a concessioner disagrees with the revision of franchise fees. Makes provisions to insure full and open competition for operation of concessions.  Requires the Secretary to publish his intent to enter into such concession contracts and to describe the manner in which the facilities conform with any master plan developed by the Secretary. Provides that construction of structures, fixtures, or land improvements on lands of the United States, be authorized only after public review.  Requires amortization, over the estimated life of the structure, of the actual cost of the investment made by the concessioner.  States that title to any structure, fixture, or improvement on land owned by the United States and administered by the National Park Service shall be vested in the United States. Limits the term of any contract or permit entered into pursuant to this Act to ten years. Provides for compensation of a valid possessory interest in any structure, fixture or improvement upon land of the United States of a concessioner operating under a contract executed prior to the enactment of this Act. Establishes in the Treasury of the United States the National Park Service Concession Fund into which all fees and other payments by concessioners shall be deposited.  Makes such funds available for the purchase of any concessioner's possessory interest upon termination of the contract or permit and the payment of unamortized costs of any structure, fixture or improvement constructed pursuant to any contract executed after the enactment of this Act. Requires specified officers and employees of the Department of the Interior to file a statement with the Secretary on an annual basis concerning all financial interests in any concession or any applicant for a concession contract or permit. Requires annual, instead of semi-annual, transmission of statements pertaining (1) to procedures for correction of error in billing and (2) to the rights of credit card customers. Excuses creditors who fail to identify each extension of credit in such statements if the creditor responds to any inquiry for clarification pertaining to errors in billing.  Eliminates such items as cash price, downpayments, and default from the disclosure statement required in connection with each consumer credit sale not under an open end credit plan.  Requires more complete disclosure of the types of security held by the creditor at the time of such statement or at a future date in the property which is subject to the extension of credit and in property which is acquired with the proceeds of the extension of credit. Provides that no civil liability shall be incurred under the Truth in Lending Act where the creditor is in substantial compliance with its provisions. Requires that specified Government contractors establish and conduct a Minority Business Enterprises Subcontracting Program which includes:  (1) designation of a liason officer to administer the contractor's program; (2) consideration of the potentialities of minority business enterprises in all \"make or buy\" decisions to provide materials or service; and (3) maintenance of records concerning procedures adopted and subcontracts awarded. Sets forth other preferences which will be extended to minority business enterprises. Gives any consumer the right to know the contents of any consumer investigation file held by an investigation agency including specified sources of the information in such file.  Sets forth procedures for the procurement of such information by such consumer. Permits a consumer to dispute information contained in any investigative report covered by this Act.  Requires an investigative agency making such report to reinvestigate any information subject to any such relevant and nonfrivolous dispute.  Requires that such agency subsequently delete such disputed information or include in such report the consumer's statement of not more than 100 words contesting such information.  Directs that, at the request of the consumer, such statement or notice of deletion be sent to anyone who received the disputed information from the agency within the previous two years.  States that such reporting agency must make specified disclosures to such consumers without charge. States that the interest rate on the Administration's share of any loan made under this subsection shall not exceed three percent and in specified cases shall not be higher than two and three quarters percent.   =Title V:  Certificate of Competency= - Amends the elements to be considered in certification of any small business for the receipt or performance of a specific Government contract.  Requires that final disposition of contract awards be made by the Administration. Describes the role of Government procurement officers and officers engaged in the sale and disposal of Federal property.   =Title VI:  Financing of Pollution Control Facilities= - Authorizes the Small Business Administration, whenever it determinizes that small business concerns are, or are likely to be, at an operational or financial disadvantage with other business concerns with respect to the planning, design or installation of pollution control facilities, or the obtaining the financing therefor, to guarantee the payment of rentals or other amounts due under qualified contracts.  Provides that any such guarantee may be made or effected either directly or in cooperation with any qualified surety company or other qualified company through a participation agreement with such a company.  Permits the Administration to fix a uniform annual fee for any guarantee issued under this title and to require that measures be followed in connection with the guarantee of rentals in order to minimize financial risk assumed by the guarantee.   Creates a separate fund for guarantees within the Treasury for guarantees which shall be available to the Administrator without fiscal limitations as a revolving fund. Directs each Counsel to conduct and support research concerning the interests of consumers which does not duplicate activities of other agencies. Allows each Counsel to obtain from any Federal agency any information deemed necessary to carry out the performance of functions, except specified classified, national security, personal privacy, trade secret, and financial information. Requires that all information released by such Counsel be accurate, legally disclosable, and fair. States that where the release of such information may cause substantial injury to a person, such person must be given ten days to comment or seek injunctive relief unless immediate release is necessary to protect the health or safety of the public. Requires each Consumer Counsel to submit a monthly activities report to the head of the Federal agency of which the Office is a part. Requires submission to the President and Congress of an annual report of such activities. Creates, within the Department of Justice, the position of Assistant Attorney General for Consumer Protection, to be appointed by the President by and with the advice and consent of the Senate, to coordinate and assist the Offices of Consumer Counsel. Exempts from this Act specified agencies including:  (1) the Central Intelligence Agency; (2) the Federal Bureau of Investigation; and (3) the broadcast renewal proceedings of the Federal Communications Commission.
