Directs the Secretary to permit the owner and operator of any farm for which a farm acreage allotment has been established to sell or lease all or any part to any other owner or operator of a farm in the same State, or to transfer all or any part of such allotment to any other farm owned or controlled by him if in the same State. Title II: Rice Research - Authorizes the Secretary of Agriculture to carry out regional and national research programs with respect to rice for specified purposes, including: (1) to reduce fertilizer and herbicide usage in excess of production needs; (2) to develop varieties of rice more susceptible to complete fertilizer utilization; and (3) to improve the resistance of rice plants to disease and to enhance their conservation and environmental qualities. Directs the Secretary of Defense, acting for the Secretary of the Navy, to transfer possession of certain properties inside the naval petroleum and oil shale reserves, to the Corporation. Requires the Corporation to build, lease, or purchase refining facilities for the crude oil it produces or otherwise obtains only if it is unable to arrange for refining such oil in an efficient and economical manner, and to build, lease, or purchase transportation facilities for the natural gas or oil it produces or otherwise obtains only if it is unable to arrange for delivery of such natural gas or oil in a manner which will promote competition among suppliers of natural gas or oil. Requires that sales of natural gas or oil by the Corporation shall be made at fair and reasonable prices designed to promote competition among suppliers of these energy resources. Authorizes self-regulatory organizations to take such actions in liquidation proceedings instituted by brokers or dealers in securties as it deems appropriate to protect the interests of customers of such broker or dealer. Authorizes a court of competent jurisdiction to issue a protective decree if it finds the debtor to be bankrupt within the meaning of the Bankruptcy Act or not able to comply with financial responsibility rules or regulations. Provides for the appointment and compensation of disinterested third parties as attorneys and trustees for the parties to such actions. Defines the term ""disinterested"" for the purposes of this Act. Revises the provisions relating to the purposes of liquidation proceedings, and enumerates the powers and duties of the trustee in such proceedings. Makes special provision with respect to customer-related property and the purchase of securities by the trustee. States that, in order to provide for prompt payment and satisfaction of net equities of customers of the debtor, SIPC shall advance to the trustee such moneys as may be required to pay or otherwise satisfy claims for the amount by which the net equity of each customer exceeds his ratable share of customer property but only to the extent that the amount of such excess shall not exceed $100,000 for such customer, except in specified circumstances. Provides for a direct payment procedure in lieu of a liquidation proceeding where the SIPC determines that any member has failed or may fail to meet its obligations to its customers and that the aggregate of such obligations is less than $250,000. Provides that in carrying out the authority vested in it by this Act, the Board shall issue standards which shall: (1) be fair and equitable; (2) call for generally comparable sacrifices by business and labor as well as other segments of the country; and (3) permit passthrough of bona fide increases in costs. Sets forth limitations on the authority of the Board. Establishes in the executive branch the Office of Consumer Counsel. States that the Office of the Consumer Counsel, under the direction of the Consumer Counsel, shall have authority to investigate fully, on complaint from a consumer, or otherwise, all official actions of the Board, which shall promptly upon request make fully available to the Office of the Consumer Counsel all records, information, and testimony relating to any matter which such Office investigates. Authorizes the Corporation to guarantee the payment of principal and interest on a loan made to such business concern by a non-Federal lender under the same circumstances in which the business would be eligible for a loan from the Corporation if it was not available on reasonable terms from any other source. Allows a deduction for dividends paid on deposits to banking organizations qualifying as such for purposes of the term ""bank"" as expanded by the provisions of this Act. Redefines the terms ""domestic building and loan association"" and ""cooperative bank"" for the purposes of this Act. Allows as a credit against its income tax 3.5 percent (1.5 percent in the case of an individual) of the amount of interest received or accrued from qualifying residential mortgage loans if at least 70 percent of the total assets of such corporate taxpayer are qualifying residential loans. Title III: Administrative Provisions; Regulations; Civil Remedies; Criminal Penalties - Creates a Criminal Justice Information Systems Board to have responsibility for the administration and enforcement of this Act. Requires each State to establish a central administrative agency, separate and apart from existing criminal justice agencies, with authority to oversee operation of criminal justice information systems in that State.
