(Sec. 204) Amends the Saltonstall-Kennedy Act to direct the Secretary to make grants to assist persons in carrying out research and development projects to promote the sustainable use and development of U.S. fisheries. Title III: Administration and Other Accounts - Authorizes appropriations for: (1) executive direction and administrative activities; (2) operation and maintenance of the Systems Acquisition Office; (3) central administrative support activities; (4) retired pay; and (5) marine services activities. Title IV: Miscellaneous NOAA Programs - Directs that one-sixth of the fees collected each fiscal year from the authorized sale and licensing of nautical products by NOAA be: (1) deposited into the Operations, Research, and Facilities account of NOAA; and (2) available for the acquisition and installation of Physical Ocean Real-time (PORT) Systems, the acquisition and maintenance of upgraded hydrographic survey equipment, and other National Ocean Service activities related to the modernization and improvement of maritime safety. Sets forth provisions regarding the budgetary treatment of receipts from nautical products. Directs the Secretary to deploy in Galveston Bay and the Houston Ship Channel a PORT System consisting of current, wind, tide, salinity, and water level measuring devices and necessary computer links. (Sec. 402) Expresses the sense of the Congress that NOAA should expand its efforts to develop interagency agreements to further the use of defense-related technologies, data, and other resources to support its oceanic missions. Directs the Secretary to report to the House Committee on Merchant Marine and Fisheries and the Senate Committee on Commerce, Science, and Transportation (the committees) on the feasibility of expanding the use of such technologies, data, and resources to support and enhance such missions. (Sec. 403) Requires the Secretary to report to the committees on the status of NOAA programs related to marine navigation safety. (Sec. 404) Sets forth site selection factors regarding a replacement for the National Marine Fisheries Service Lab at Tiburon, California. Authorizes appropriations for FY 1995 for architecture and engineering studies regarding such replacement. (Sec. 405) Directs the Secretary to: (1) report to the committees on Department of Commerce needs for facilities for the National Marine Sanctuary Program; (2) establish a PORT System for San Francisco Bay after conducting a hydrodynamics study of the Bay (and authorizes appropriations); and (3) convey to Massachusetts the National Marine Fisheries Service Laboratory at Gloucester, Massachusetts, under certain terms and conditions, including continued use of such property by the National Marine Fisheries Service. (Sec. 408) Provides reimbursement from the United States to NOAA after settlement of a collision damage claim involving the NOAA research vessel DISCOVERER, for use in vessel repair. (Sec. 409) Authorizes the Secretary to enter into specified contracts for FY 1995 and 1996 to implement the NOAA fleet modernization plan. Limits expenditures for repairs and maintenance under the NOAA Fleet Modernization Act. (Sec. 410) Directs the Secretary to: (1) contract with the Marine Board of the National Research Council to examine and report on the appropriate role of the NOAA Corps in supporting NOAA missions (and authorizes appropriations); (2) report to the committees on the effects of climate and global change on the Nation's major freshwater systems; (3) promote and coordinate the use of National Estuarine Research Reserves for research, monitoring, and education purposes; and (4) study and report to the committees on the effects of feeding noncaptive dolphins in the Gulf of Mexico and Southern Atlantic Ocean. (Sec. 414) Amends the boundaries of the Flower Garden Banks National Marine Sanctuary to include the Stetson Bank. (Sec. 415) Revises an Act authorizing appropriations to carry out the Marine Mammal Protection Act of 1972 to: (1) provide for the administration of the National Coastal Resources Research and Development Institute by the Oregon State System of Higher Education; (2) direct the Institute to promote U.S. economic growth and prosperity by transferring research and technology into applications to improve the economic, environmental, and social well-being of the Nation's coastal communities and the competitiveness of coastal businesses; and (3) make changes with respect to membership of the Board of Governors and the Advisory Council and provide for reports annually to the Congress and biennially to the Secretary. (Sec. 416) Expresses the sense of the Congress that NOAA should develop and promote programs that recruit minorities and women for education in the sciences and take actions to increase the direct involvement of underrepresented minorities in coastal and ocean resource stewardship programs. (Sec. 417) Repeals a provision of the National Oceanic and Atmospheric Administration Act of 1992 requiring the establishment of a NOAA Chesapeake Bay Estuarine Resources Office if the Secretary fails to obligate specified funds appropriated for oyster disease research by December 1, 1994. (Sec. 125) Requires NASA to transmit annually to the Congress a report containing a complete accounting of all costs of the space station, including cash and other payments to Russia. Requires the Administrator to obtain quarterly financial reports from the Russian Space Agency. (Sec. 127) Establishes a five-year cooperative initiative between NASA and the Department of Agriculture to make remote sensing agricultural information available to farmers. (Sec. 152) Directs the President to identify and assess all domestic and foreign aeronautics facilities and determine the risk to U.S. industry competitiveness due to potential unintended transfer of technology. (Sec. 153) Requires the President to work with domestic industries to develop a prioritized strategy for Federal investment in aeronautics research, technology, and facilities. (Sec. 154) Requires the President to develop a site selection plan for the location of new aeronautics research facilitates. Details site selection factors. (Sec. 209) Requires the Director to establish a program to develop school curriculum materials that promote the relationship of environmental and economic and technical activities. (Sec. 211) Prohibits the awarding of funds to any grantee who reported FY 1994 Federal research grant outlays in excess of $10 million unless such grantee agrees to reimburse NSF from prior unobligated research amounts for any increased indirect expenses. (Sec. 212) Requires grants and contracts to be made on a competitive basis. (Sec. 213) Prohibits grant or contract awards to educational institutions which prevent military recruiting. (Sec. 214) Expresses the sense of the Congress that entities receiving assistance under this Act should purchase only American-made equipment and products. Title III: Academic Research Facilities Modernization - Instructs the Director of the Office of Science and Technology Policy to develop a multiagency Federal program plan to provide financial support to institutions of higher education to modernize obsolete science and engineering research facilities. Title IV: International Scientific Cooperation - Authorizes the Director to: (1) make grants to domestic organizations for ""debt-for-science"" exchanges; and (2) facilitate and participate in the establishment of binational and multinational endowed science foundations. Entitles the President and Vice President, Members of Congress, Justices of the Supreme Court, and Article III judges to access needed for the performance of their governmental functions without regard to the other provisions of this Act. Restricts access among government employees to those who are U.S. citizens who require routine access for the performance of official governmental functions and who have been determined to be trustworthy based upon background investigations. Permits access by others only as permitted in accordance with specified regulations. Sets forth provisions authorizing waivers for national security reasons. (Sec. 1003) Requires, as conditions of access to classified cryptographic information,that persons: (1) meet the requirements applicable to those having access to top secret information; and (2) be subject, during the period of such access, to periodic polygraph examinations. (Sec. 1004) Amends the Right to Financial Privacy Act to permit a customer who is the subject of a personnel security investigation conducted by an authorized investigative Government agency as a condition of being granted or maintaining access to authorize nonrevocable disclosure of all financial records maintained by financial institutions to the appropriate governmental authorities for the period of the customer's access and for up to five years after such access has been terminated. (Under current law, a person may consent to access to his financial records for a period of three months.) (Sec. 1005) Makes it a crime to possess espionage devices with intent to violate the espionage statutes and to sell top secret documents or materials to foreign governments, with exceptions and a defense that the information was public. Makes it a misdemeanor for a U.S. officer, employer, or contractor to knowingly remove top secret documents and retain them at an unauthorized location. (Sec. 1008) Amends the Federal criminal code to: (1) grant specified U.S. courts jurisdiction to try cases involving espionage and related offenses begun or committed outside the United States; and (2) extend coverage of the special forfeiture provision (permitting the Attorney General to file suit to recover the profits of certain crimes) to additional crimes of espionage and to espionage convictions in foreign courts for misconduct that would constitute offenses under U.S. espionage laws. (Sec. 1010) Permits the Government to deny retirement pay to U.S. retirees in the civil service, Foreign Service, and Central Intelligence Agency retirement and disability systems who are convicted of espionage in foreign courts which involve U.S. national defense information. Amends the Consumer Credit Protection Act to require consumer reporting agencies, upon request, to furnish: (1) consumer reports to the FBI pursuant to a written certification by the Director of the FBI that the records are sought for an authorized foreign counterintelligence investigation and that the person to whom such reports relate is believed to be a foreign agent; and (2) identifying information respecting any consumer at the Director's request when necessary to the conduct of an authorized counterintelligence investigation. Prohibits such agencies from divulging to the consumer that the FBI has sought or obtained such information. (Sec. 1012) Authorizes the Attorney General to pay rewards of up to $1 million for information leading to: (1) the arrest or conviction of any individual for committing, or conspiring or attempting to commit, espionage; or (2) the prevention or frustration of an act of espionage against the United States. (Sec. 1013) Amends the Foreign Intelligence Surveillance Act of 1978 to provide a court order process, similar to that required for electronic surveillance, for physical searches for foreign intelligence purposes. Title XI: Local Empowerment and Flexibility - Local Empowerment and Flexibility Act of 1994 - Directs the Community Enterprise Board to establish a local flexibility demonstration program. (Sec. 1106) Provides for the provision and use of covered Federal assistance in accordance with a Board-approved local flexibility plan. States that an individual or family eligible for covered Federal assistance included in a local flexibility plan may receive benefits only in accordance with the local plan. (Sec. 1110) Requires a participating local government to establish a community advisory committee. (Sec. 1113) Terminates this title five years after enactment of this Act. Title XII: HERO Act - Heroic Efforts to Rescue Others Act (HERO Act) - Amends the Occupational Safety and Health Act of 1970 (OSHA) to exempt from citation by the Secretary of Labor employers of certain individuals who perform rescues of individuals in imminent danger as a result of a life-threatening incident, unless certain circumstances apply. Title XIII: Miscellaneous Provisions - Economic and Employment Impact Act - Requires the Director of the Congressional Budget Office to prepare an economic and employment impact statement for each bill or joint resolution report by any committee (except the Committee on Appropriations) of the House of Representatives or the Senate or considered on the floor of either House. Requires each regulation and proposed regulation promulgated by an executive department or agency to be accompanied by such a statement and published with such statement in the Federal Register. Title II: Manufacturing - Manufacturing Technology and Extension Act of 1993 - Subtitle A: Manufacturing Technology and Extension - Amends the Stevenson-Wydler Technology Innovation Act of 1980 to establish a Twenty-First Century Manufacturing Infrastructure Program, which shall include (as established by this Act): (1) the Advanced Manufacturing Technology Development Program; and (2) the Manufacturing Extension Partnership, which shall include Outreach and Regional Centers and a technology extension communications network. Directs the Secretary of Commerce (Secretary) to establish a related clearinghouse system. Directs the Office of Science and Technology Policy (Office) to establish an industry-led Manufacturing Advisory Committee. Authorizes FY 1994 and 1995 appropriations. (Sec. 215) Amends the National Institute of Standards and Technology Act to establish within the National Institute of Standards and Technology (Institute) a State Technology Extension Program. Directs the Program to make awards to States for planning and coordination of technology extension activities. (Sec. 216) Directs the Secretary, through the Regional and Outreach Centers, to assist U.S. managers and workers to use advanced technologies to enhance workforce quality, including workforce analysis and information dissemination. (Sec. 217) Directs the Secretary to report to the Congress concerning options for accelerating the adoption of new manufacturing equipment. Subtitle B: National Science Foundation Manufacturing Programs - Requires the Director of the National Science Foundation (NSF) to expand the number of Engineering Research Centers and strengthen the Industry/University Cooperative Research Centers Program. Authorizes the Director to establish: (1) graduate traineeships; (2) a manufacturing managers in the classroom program; and (3) a quality management program. Title III: Critical Technologies - Directs the Secretary to submit to the Congress an expansion plan for the Advanced Technology Program. (Sec. 303) Authorizes Program support for large-scale joint ventures. (Sec. 304) Amends the National Institute of Standards and Technology Act to authorize project extensions for up to six months. (Sec. 305) Authorizes a technology financing pilot program to license and financially assist private sector entities (civilian technology investment companies) which shall direct private capital to eligible technology firms and joint ventures. (Sec. 306 and 307) Amends the Stevenson-Wydler Technology Innovation Act of 1980 to establish: (1) within the Technology Administration an Office of Technology Monitoring and Competitive Assessment; and (2) a Commerce Technology Advisory Board. (Sec. 308) Directs the Critical Technologies Institute to study semiconductor lithography technologies. Title IV: Additional Commerce Department Provisions - Amends the American Technology Preeminence Act of 1991 to expand the Institute's standard pilot program to permit contracts with non-Federal organizations to promote U.S. technical standards dissemination activities abroad. Requires the Secretary to report to the Congress on the appropriate Federal role in developing and promulgating domestic and global product and quality standards. (Sec. 402) Amends the Stevenson-Wydler Technology Innovation Act of 1980 to prohibit the making of a Malcolm Baldrige National Quality Award within a category or subcategory if there are no qualifying enterprises in that category or subcategory. Makes educational institutions an Award category. Establishes a National Quality Laboratory within the Institute to assist Federal, private, and university quality efforts. (Sec. 405) Prohibits the fraudulent use of ""Made in America"" labels. Provides for compliance with the Buy American Act. (Sec. 407) Wind Engineering Program Act of 1993 - Establishes within the Institute a Wind Engineering Program which shall: (1) provide for wind engineering research; (2) serve as an information clearinghouse; and (3) improve interagency coordination on wind engineering research. Title V: Authorization of Appropriations - (Secs. 501 through 504) Authorizes FY 1994 and 1995 appropriations for: (1) the Under Secretary of Commerce for Technology; (2) the Assistant Secretary of Commerce for Technology Policy; (3) Japanese Technical Literature; (4) the Office of Technology Monitoring and Competitiveness Assessment; (5) the Institute, including intramural scientific and technical research, facilities, extramural industrial technology services, and wind engineering; (6) additional activities of the Technology Administration; and (7) NSF. Title VI: Information Technology Applications Research Program - Information Technology Applications Program Act of 1993 - Amends the High-Performance Computing Act of 1991 to require the Director of the Office of Science and Technology Policy to: (1) establish an interagency computing applications research program in the areas of education, government information, health care, and libraries; and (2) develop a Plan for Computing and Networking Applications (which shall consider present and planned activities of the Library of Congress). (Sec. 604) Directs NSF and the Department of Commerce (Department) to: (1) foster the creation of local connecting networks among schools, universities, libraries, and State and local governments; and (2) provide for such networks' Internet connection. Authorizes FY 1994 and 1995 appropriations. (Sec. 605) Directs NSF, the Department, and other appropriate agencies to provide for the development of advanced computing and networking technologies for use at all educational levels, including the development of a Computer Technologies for K-12 Education Project by the National Aeronautics and Space Administration (NASA). Authorizes FY 1994 and 1995 appropriations. (Sec. 606) Directs the Institute to establish an Advanced Manufacturing Program to develop and transfer advanced computer and networking manufacturing technologies and associated applications.
