Requires such entities, after 60 days' notice, to purchase such insurance on behalf of the borrower and charge the borrower for premium costs. Provides for the review of special hazards determinations by the Director of the Federal Emergency Management Agency (FEMA Director). Imposes civil penalties upon lenders who fail to require flood insurance or to provide appropriate borrower notification of the need for such insurance. Allows for other actions against regulated lending institutions in order to remedy a pattern of noncompliance with such requirements. (Sec. 106) Requires the transferor of a loan to notify the transferee of a special flood hazards area determination with respect to the real estate that is the basis of such loan. Provides exceptions. Requires similar notification on loans transferred by the Federal Deposit Insurance Corporation and the Resolution Trust Corporation. (Sec. 107) Allows the charging of fees for determining the applicability of flood insurance purchase requirements. (Sec. 109) Requires the FEMA Director to develop a standard flood hazard determination form for use in connection with loans for residential properties located in special flood hazards areas and in which flood insurance is available. Requires the President, acting through the Director, to direct all appropriate Federal agencies to inventory Federal disaster resources for a list of resources available to each State upon request. Requires the Director to establish: (1) a system coordinated with private relief agencies to use disaster volunteers to carry out priority disaster response services; and (2) a system to manage goods donated to the Federal Government to assist disaster victims. (Sec. 6) Authorizes a Federal agency, under the Director's direction, when an imminent disaster event is determined, to take necessary action to prepare to provide Federal assistance to State and local governments and to disaster victims. (Sec. 7) Requires the President to establish a Domestic Crisis Monitoring Unit, headed by the Vice President or any official within the Executive Office of the President, to monitor potential catastrophic disasters, notify the President and Federal agencies of them, and ensure effective, coordinated, and rapid Federal agency response in their aftermath. (Sec. 8) Requires the Director to establish: (1) disaster assessment teams to be deployed at a disaster or emergency area to survey the extent of the damage and the resulting Federal assistance needs; and (2) a targeted emergency grant program for paying the Federal share of enabling State and local governments to prepare for and respond to major disasters and emergencies. Requires the Director to establish: (1) performance standards to determine eligibility and application procedures for a grant award; as well as (2) a compliance system defining the Federal share of the costs of eligible assistance for a State not in compliance with such performance standards. Authorizes appropriations. (Sec. 9) Apportions Federal responsibility for disaster costs at 100 percent for the first 72 hours after the declaration to sustain life or protect property, and at not less than 75 percent after such period. Requires the Secretary of Defense, upon the request of FEMA with the concurrence of the affected State, to provide to persons adversely affected by the disaster response services not otherwise available from State, local, or volunteer agencies. (Sec. 11) Mandates a review of FEMA's structure to ensure that it can implement an all hazards approach to disaster management, use previously dedicated defense-related resources for disasters, promote coordination between all FEMA offices and directorates, and provide for rapid response, efficient delivery of services, and technical monitoring support to the States by the Regional Offices. Requires that FEMA officials be appointed on the basis of professional qualifications, such as experience in emergency and disaster management. (Sec. 12) Requires the National Academy for Fire Prevention and Control, and the Emergency Management Institute, operated by FEMA, to provide education for all hazards emergency management and response. Authorizes appropriations. (Sec. 13) Requires the Director to provide assistance to university-based research centers to conduct research and development of a curriculum on disaster management methods and technologies. Provides for: (1) incorporation of the Federal Civil Defense Act of 1950 into the Robert T. Requires each State designated as flood-prone to either adopt relevant flood protection standards or certify that its flood-prone local communities are in compliance with appropriate State flood protection standards. Requires each State to either develop a multihazard mitigation plan or designate an existing plan which includes specified compliance and response requirements. Outlines provisions concerning State compliance with the establishment, adoption, and implementation of appropriate mitigation plans. Provides penalties for noncompliance. Requires funds from a Mitigation Account (established under this Act) to be allocated by the Director to States which comply with all mitigation requirements under this Act. Provides an allocation formula. Requires such funds to be used to support mitigation activities, especially those necessary to bring a State into compliance with building and safety code requirements enumerated under this Act. Encourages each private insurer that participates in the Natural Disaster Protection Fund (established under this Act) to take mitigation measures into account in setting rates and deductibles for its property insurance. Prohibits any federally related mortgage loan secured by residential property located in an earthquake-prone State from being made, increased, extended, or renewed unless the property securing the loan is covered by an insurance policy covering earthquake and volcanic eruption perils. Provides an escrow requirement with respect to insurance premiums for such coverage. Requires all private insurers electing to participate in the Natural Disaster Protection Corporation (established under this Act) to provide earthquake and volcanic eruption coverage to all of their residential property policyholders in conjunction with their standard residential property insurance contracts. Requires private insurers electing not to participate in the Corporation to notify their policyholders of such nonparticipation and of the absence of such coverage. Requires private insurers which exclude coverage for physical damage caused by flooding to include in the contract a specified warning statement to that effect (or an appropriate alternative warning statement). Establishes the Natural Disaster Protection Corporation as a private corporation to provide catastrophic insurance coverage for natural disasters. Allows private insurers as well as State insurance pools to participate in the Corporation.
