E9-23330 Facilitating the Provision of Fixed and Mobile Broadband Access, Educational and Other Advanced Services in the 2150-2162 and 2500-2690 MHz Bands Rule In this document, the Commission addresses two issues with respect to two petitions for reconsideration filed in response to the Fourth Memorandum Opinion and Order. First, the Commission changes its policy regarding the "start date" of Educational Broadband Service (EBS) excess capacity lease agreements. Second, the Commission amends its rules to permit BRS 1 and 2/2A licensees to simultaneously operate, post-transition, in the 2.1 GHz band and in the 2.5 GHz band.
