E8-8092 Final Regulatory Changes Regarding Department of Homeland Security Personnel System Rule As the Merit Systems Protection Board (MSPB or "the Board") explained in its notice of Interim Regulatory Changes Regarding Department of Homeland Security Personnel System, Federal Register, 72 FR 56883, October 5, 2007, it is revising its regulations to clarify the procedures applicable to MSPB processing and adjudication of cases arising under the Department of Homeland Security's new human resources management system established pursuant to the Homeland Security Act of 2002.
