The proposed rule would prohibit Indian tribes and Alaska Native villages from using ICDBG funds for "job pirating" activities that are likely to result in significant job loss. "Job pirating," in this context, refers to the use of ICDBG funds to lure or attract a business and its jobs from one community to another.
