The standards take into consideration and reflect the unique circumstances faced by Insular Area grantees in their ability to expend CDBG allocations. The final rule provides that an Insular Area grantee may submit an abbreviated consolidated plan rather than a full consolidated plan. The final rule follows publication of an August 7, 2006, proposed rule on which HUD did not receive any public comments.
