97-6910 Flood Mitigation Assistance Rule This interim final rule implements Secs. 553 and 554 of the National Flood Insurance Reform Act of 1994. Section 553 authorizes a Mitigation Assistance Program, which authorizes FEMA to provide grants to States and communities for planning assistance and for mitigation projects that reduce the risk of flood damages to structures covered under contracts for flood insurance.
