2024-14617 Attainment Date Extension for the San Joaquin Valley, California 1997 Annual PM2.5 Fine Particulate Matter Nonattainment Area Proposed Rule The Environmental Protection Agency (EPA) is proposing to grant a one-year extension of the applicable "Serious" attainment date for the 1997 annual fine particulate matter (PM<INF>2.5</INF>) San Joaquin Valley, California nonattainment area. This action is based on the EPA's evaluation of air quality monitoring data and the extension request submitted by the State of California on May 23, 2024. The EPA is proposing to grant a one-year extension of the Serious attainment date from December 31, 2023, to December 31, 2024, in accordance with section 172(a)(2)(C) of the Clean Air Act (CAA).
