These grants will be made to qualified intermediary organizations that will provide financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development that will support the community. Congress, in the Consolidated Appropriations Act, 2023 appropriated $6,000,000 in FY 2023 for the RCDI program. Of this amount, $1.6 million will be made available to projects located in Persistent Poverties Counties.
