| 2020-21560 | Air Plan Approval; Ohio; Attainment Plan for the Muskingum River SO2 Nonattainment Area | Proposed Rule | The Environmental Protection Agency (EPA) is proposing to approve a revision to the Ohio State Implementation Plan (SIP) submitted on April 3, 2015 and October 13, 2015, and supplemented on June 23, 2020, by the Ohio Environmental Protection Agency (Ohio EPA), consisting of its plan for attaining the 1-hour sulfur dioxide (SO<INF>2</INF>) primary national ambient air quality standard (NAAQS) for the Muskingum River, Ohio SO<INF>2</INF> nonattainment area. This plan (herein called a "nonattainment plan") includes Ohio's attainment demonstration and other elements required under the Clean Air Act (CAA). In addition to an attainment demonstration, the plan addresses the requirements for meeting reasonable further progress (RFP) toward attainment of the NAAQS, reasonably available control measures (RACM) and reasonably available control technology (RACT), enforceable emission limitations and control measures, base-year and projection-year emission inventories, and contingency measures.
