Throughout this notice, the 2019 Appropriations Act and 2020 Appropriations Act are referred to together as the "Appropriations Acts." The notice defines Public Housing Agency (PHA) eligibility criteria; establishes the application process, including setting forth the factors HUD will employ in rating and ranking PHA applications; and explains the special rules and requirements applicable to PHAs selected for participation in the demonstration.
