2019-17000 Air Plan Approval; Massachusetts; Transport Element for the 2010 Sulfur Dioxide National Ambient Air Quality Standard Proposed Rule The Environmental Protection Agency (EPA) is proposing to approve the State Implementation Plan (SIP) submission from the Commonwealth of Massachusetts addressing the Clean Air Act (CAA or Act) interstate transport SIP requirements, referred to as the good neighbor provision, for the 2010 sulfur dioxide (SO<INF>2</INF>) national ambient air quality standards (NAAQS). This submission addresses the interstate transport requirements of the CAA that the SIP contain adequate provisions prohibiting air emissions from Massachusetts from having certain adverse air quality effects in other states.
