2019-12517 Determination of Attainment by the Attainment Date for the 2008 Ozone National Ambient Air Quality Standards; Phoenix-Mesa, Arizona Proposed Rule The Environmental Protection Agency (EPA) is proposing to determine that the Phoenix-Mesa ozone nonattainment area ("Phoenix NAA"), which is classified as "Moderate" for the 2008 ozone National Ambient Air Quality Standards (NAAQS or "standards"), attained the NAAQS by its Moderate area attainment date of July 20, 2018. This determination is based on complete, quality-assured, and certified data for 2015-2017.
