The WEA Second R&O defines "in whole" or "in part" Wireless Emergency Alert (WEA) participation; specifies the difference between these elections; and requires Commercial Mobile Service (CMS) Providers to update their election status and provide enhanced disclosure to subscribers at the point of sale.
