2017-19934 Approval of Nebraska Air Quality Implementation Plans; Infrastructure SIP Requirements for the 2010 Nitrogen Dioxide and Sulfur Dioxide and the 2012 Fine Particulate Matter National Ambient Air Quality Standards Proposed Rule The Environmental Protection Agency (EPA) is proposing to approve elements of a State Implementation Plan (SIP) submission from the State of Nebraska addressing the applicable requirements of Clean Air Act (CAA) section 110 for the 2010 Nitrogen Dioxide (NO<INF>2</INF>) and Sulfur Dioxide (SO<INF>2</INF>) National Ambient Air Quality Standards (NAAQS), and the 2012 Fine Particulate Matter (PM<INF>2.5</INF>) NAAQS, which requires that each state adopt and submit a SIP to support implementation, maintenance, and enforcement of each new or revised NAAQS promulgated by EPA. These SIPs are commonly referred to as "infrastructure" SIPs. The infrastructure requirements are designed to ensure that the structural components of each state's air quality management program are adequate to meet the state's responsibilities under the CAA. EPA is proposing approval of the infrastructure submissions as meeting the applicable requirements of CAA section 110, for all three submittals. EPA is proposing to approve elements of the 2010 NO<INF>2</INF> and SO<INF>2</INF> infrastructure SIP submissions from the State of Nebraska received on February 7, 2013, and August 22, 2013, respectively. EPA is also proposing to approve the 2012 PM<INF>2.5</INF> infrastructure submittal received on February 22, 2016. In the "Rules and Regulations" section of this Federal Register, we are approving the state's SIP revisions as a direct final rule without a prior proposed rule.
