| 2017-17736 | Approval of Iowa's Air Quality Implementation Plan; Muscatine Sulfur Dioxide Nonattainment Area | Proposed Rule | The Environmental Protection Agency (EPA) is proposing to approve the State Implementation Plan (SIP) revision, which the State of Iowa (the state) submitted to the EPA on May 26, 2016, for attaining the 1-hour sulfur dioxide (SO<INF>2</INF>) primary National Ambient Air Quality Standard (NAAQS) for the Muscatine nonattainment area. This plan (herein called a "nonattainment plan") includes the state's attainment demonstration and other elements required under Clean Air Act (CAA) sections 172, 191, and 192. In addition to an attainment demonstration, the plan addresses the requirement for meeting reasonable further progress (RFP) toward attainment of the NAAQS, reasonably available control measures and reasonably available control technology (RACM/RACT), base-year and projection-year emission inventories, and contingency measures.
