2016-04230 Organization and Delegation of Powers and Duties Rule The Office of the Secretary of Transportation is updating the regulations that govern the organization of the Department of Transportation and delegate authority from the Secretary to departmental officers, including the Deputy Secretary, the Under Secretary, the General Counsel, the Assistant Secretaries, the Inspector General, and the heads of the Department's Operating Administrations.
