2015-14219 Federal Employees Health Benefits Program; Rate Setting for Community-Rated Plans Rule The U.S. Office of Personnel Management (OPM) is issuing a final rule that makes changes to the Federal Employees Health Benefits Acquisition Regulation (FEHBAR).
