2014-29332 Approval and Promulgation of Implementation Plans; New York; Infrastructure SIP for the 2008 Lead NAAQS Proposed Rule The Environmental Protection Agency (EPA) is proposing to approve certain elements of New York's State Implementation Plan (SIP) revision submitted to demonstrate that the State meets the requirements of section 110(a)(1) and (2) of the Clean Air Act (CAA) for the 2008 National Ambient Air Quality Standard (NAAQS) for lead (Pb).
