("WPXS"), the licensee of WPXS(TV), channel 21, Mount Vernon, Illinois, requesting the substitution of channel 11 for channel 21 at Mount Vernon. WPXS filed comments reaffirming its interest in the proposed channel substitution and states that it will apply for the channel if allotted, and promptly construct if authorized.
