2014-12852 Official Symbol, Logo, and Seal Rule The U.S. Department of Health and Human Services (HHS) published a direct final rule in the Federal Register on April 14, 2014, that would have adopted requirements on the use of HHS's official logo and seal. HHS stated in the direct final rule that if it received a significant adverse comment, HHS would publish a notice of withdrawal. HHS received two comments and considers at least one of these comments a significant adverse comment. The direct final rule was not withdrawn prior to its effective date.
