2014-00324 National Environmental Policy Act Implementing Procedures Rule The Postal Service (USPS) <SUP>TM</SUP> is publishing this interim final rule with request for comments to amend a categorical exclusion, which is currently in the Postal Service's National Environmental Policy Act (NEPA) implementing procedures.
