2013-20147 Commercial Operations in the 1695-1710 MHz, 1755-1780 MHz, and 2155-2180 MHz Bands Proposed Rule In this document, we propose rules for spectrum in the 1695- 1710 MHz, 1755-1780 MHz, 2020-2025 MHz, and 2155-2180 MHz bands that would make available significantly more commercial spectrum for Advanced Wireless Services. The additional spectrum for mobile use will help ensure that the speed, capacity, and ubiquity of the nation's wireless networks keeps pace with the skyrocketing demand for mobile service. Consistent with the Title VI of the Middle Class Tax Relief and Job Creation Act of 2012 (Spectrum Act) and sound spectrum policy, our goal remains to clear and allocate spectrum in these bands for exclusive commercial use to the maximum extent feasible. Where clearing is not possible, this Notice of Proposed Rulemaking explores novel approaches to spectrum sharing between commercial and Federal operators.
