2013-13444 Nuclear Proliferation Assessment in Licensing Process for Enrichment or Reprocessing Facilities Proposed Rule The U.S. Nuclear Regulatory Commission (NRC) is denying a petition for rulemaking (PRM), PRM-70-9, submitted by the American Physical Society (APS or the petitioner). The petitioner requested that the NRC amend its regulations to require that each applicant for an enrichment or reprocessing (ENR) facility license include an assessment of the proliferation risks that construction and operation of the proposed facility might pose.
