2012-5385 Revisions to the California State Implementation Plan, South Coast Air Quality Management District Rule EPA is finalizing approval of revisions to the South Coast Air Quality Management District (SCAQMD) portion of the California State Implementation Plan (SIP). These revisions were proposed in the Federal Register on November 22, 2011 and concern particulate matter (PM) emissions from paved and unpaved roads and livestock operations and aggregate and related operations.
