2011-486 Small Business Investment Companies-Energy Saving Qualified Investments Proposed Rule In this proposed rule, the U.S. Small Business Administration (SBA) is setting forth the new defined terms, "Energy Saving Qualified Investment" and "Energy Saving Activities", for the Small Business Investment Company (SBIC) Program. The new definitions are being established to facilitate implementation of a provision of the Energy Independence and Security Act of 2007 (Energy Act), which allows an SBIC making an "energy saving qualified investment" to obtain SBA leverage by issuing a deferred interest "energy saving debenture".
